2008 PACIFIC RALLY GROUP
SUPPLEMENTAL RALLYCROSS REGULATIONS
Preface: These Supplemental Rules and Regulations are intended to further define/clarify gray areas or cover areas not addressed by the current SCCA RallyCross Rules. These Supplemental Regulations will be revised as needed, sometimes on an event to event basis. Event Sanction Exceptions will be listed at the top of the Supplemental Regs under Section 1, general rules will follow in Section 2.
SECTION 1 - Event specific regulations and Sanction Exception regulations:
1. Studded tires will be allowed on all cars through March 31 ONLY IF SNOW IS PRESENT.
2. Membership to SCCA is required to run all events sanctioned and insured by SCCA. Temporary memberships are available for a $15 fee, and may be applied towards a full SCCA membership within 90 days of registering. See website at http://www.nwr-scca.org/ for more information. PRG Members will receive a temporary membership for the season as a benefit of membership. Membership applications will be available at all PRG events.
SECTION 2 - General Rules
1. The following classes are considered PRG championship classes:
a. Stock classes (interpretation = bone stock)
Front wheel drive (SF, Stock Front)
Rear wheel drive (SR, Stock Rear)
All wheel drive (SA, Stock All Wheel and 4-wheel)
b. Prepared classes (interpretation = bolt on items)
Front wheel drive (PF, Prepared Front)
Rear wheel drive (PR, Prepared Rear)
All wheel drive (PA, Prepared All Wheel and 4-wheel)
c. Modified classes
Two wheel drive (M2, Modified 2 wheel)
All Wheel drive (M4, Modified All Wheel and 4-wheel)
d. Trucks/SUV class (Any truck with optional 4wd is considered a 4wd truck in this series)
Two wheel drive (T2, 2wd Truck)
All wheel drive (T4, 4wd Truck)
e. Novice/Junior Group (interpretation - Non-experienced, or ages 15 thru 20)
Novice drivers who have not won 3 events, and are in first year of competition
Junior Group - ages 15 thru 20 - All members of Jr. Rally Group
2. Number and class markings
a. Drivers should make every attempt to have a number and class designation on both sides of their vehicle prior to tech inspection. Class designation on the side of the vehicle may be simply the class letter designation, S, P, M, T, N/JR.
b. Class numbers will be reserved for competitors who completed in the 2007 series. The remaining numbers will be opened up for all other competitors on March 1st, 2008.
3. Added items - clarifications for the Stock classes
a. Stock OEM filter elements may be changed, but the OEM filter housing must remain the same.
b. Weight reduction: not allowed beyond floor mats, stereo equipment, hub caps, trim rings, spare tires and tools.
c. Underbody protection: skid plates and mud flaps are acceptable in production class.
d. Safety devices:
A roll cage, harnesses, roll bar, and fire extinguishers are encouraged and are not considered performance assisting modifications. In vehicles with cages, padding must be added to roll bars to prevent injury. In vehicles with cages, a 5 or 6 point harness must be used.
4. Safety Requirements
a. Helmets: A helmet must carry a Snell 95 or newer rating. Proof of this shall be the Snell sticker inside the helmet. Type M or SA is acceptable. A helmet must not have cracks, dents, or chips that would jeopardize its performance.
b. Seat belts: All occupants of a vehicle must wear a seatbelt. This may be a production seat belt or a competition belt or harness.
c. High center of gravity vehicles will be allowed or disallowed at the discretion of the tech inspector and/or safety steward. The tech inspector, safety steward, or Event Chair may refuse entry to any vehicle deemed unsafe for competition.
5. Typical event schedule:
8:00-9:00 am Tech Inspection
8:15-9:00 am Registration
9:15 am Worker assignments / Driver meeting
9:30 am Workers to positions; drivers to cars - parade lap
9:45 am First car out - rallycross start
12:30 pm Lunchbreak 30 to 45 minutes
1:15 pm Workers to positions
1:30 pm First car out - afternoon session start
4:00ish pm Rallycross course finish; equipment clean-up; tentative scores posted
4:30 pm Awards and wrap-up party
6. Protests
a. A competitor has the right to question the classification of a car based on the use of items that may improve the performance of the car.
b. The protest shall be given in writing to a member of the event organizing staff. It should include the specifics, including the car number(s) involved, reason for protest, and expected result.
c. Once the last run of the day is completed, no questioning of the classification will be entertained for that event. The protest must be brought forth as early as possible in the event.
d. For protests raised at an event, a committee of five (5) people shall hear and decide on the protest. The committee shall consist of four regular competitors, one from each of the four main classes that are not of the class under protest. The fifth member of the panel will be from the event organizing committee.
e. A majority ruling by the panel (3 votes) is required to sustain the protest. Any verdict rendered will be considered for addition or revision to these Supplemental Regulations.
f. A competitor, if not satisfied by the panels ruling, may submit a formal protest to the PRG Rally Committee for further review. This protest must be in written or e-mail form. The protest must be received by a member of the PRG Rally Committee within 14 days of the event. Rally Committee Member's decision will be the final decision.
7. Event Scoring
a. The times for all runs of the day will be added together cumulatively in determining a driver's final time for the day.
b. Penalties:
1. Any vertical cone or course marker that is knocked over or displaced from its original position (cones will be marked with a "box"), by contact from the vehicle, will cause a penalty of two (2) seconds per cone/marker to be added to the final course time for that run.
2. An uncorrected "off course" excursion is defined as missing a gate on the course (NOTE: if a cone is displaced on a gate, then a 2 second penalty is scored, if the entire gate is missed, no cones hit, then 10 second penalty is scored). Ten (10) seconds per "off course" excursion shall be added to the final course time for that run. If a car displaces a cone connected to a gate, a two (2) second penalty shall be assessed. The Chief of Scoring has the final decision to assess penalties based on hitting cones or missed gates. Competitors may enter a Protest for further consideration using the Protest procedure stated above.
3. An "off" will be penalized by receipt of DNF for that run. An "off" is defined as any vehicle that leaves the intended rallycross course in such a manner that it needs assistance to be removed from objects such as, but not limited to, snow banks, ditches, berms, barriers, etc. Competitors have a time limit of five (5) minutes to fix problems on course before receiving a DNF (such as changing a flat tire, restarting a car, etc.) for that run.
4. Use of the Red Flag - A vehicle maybe red flagged while on course for a situation that poses a safety risk. ALL Red Flag calls shall come from Chief of Scoring and/or the Safety Steward and/or the Event Chair. A total of two (2) red flag calls shall cause a DNF for that run.
5. Before a re-entry into competition is granted, the tech inspector must approve any repairs made and deem the vehicle safe for competition.
6. Secondary vehicles on course affected by another vehicle being Red Flagged will be given a re-run with no penalties assessed.
8. Pacific Rally Group Rallycross Championship Scoring
a. Driver eligibility for PRG Rallycross Championship - All Drivers are eligible for the PRG Rallycross Championship provided they have complied with all PRG event registration requirements.
b. Championship points awarded - In each of the championship classes, points will be awarded after each event towards an annual series championship. Based on finish position within your class, points will be awarded per event as follows:

c. The best six (6) events shall be counted for the annual championship points.
9. Event discipline - Anyone who is acting in a disruptive manner, or is found to be destroying park or PRG property shall be asked to leave the event area immediately. The Rallycross event organizers will have final determination and the end result will be final - law enforcement will be notified if necessary.
